'Kupas, laos'

MANILA, Philippines — Last Friday, August 26, I was at the launching of Project EXCITE by the University of Rizal System (URS).

The affair underscored the commitment of the URS to keep raising the standards of its information technology and English courses – two learning fields that help young people become globally competitive.

At the launch were two of Rizal provinces most esteemed elders: Former Congressman Gilberto “Bibit” Duavit and former Governor Casimiro “Ito” Ynares Jr. who marked his 65th birthday on that occasion.

For the most part of that program, I watched on the sideline, amused by the never-ending banter between the former Congressman and the former Governor. It dawned on me that one of the most important factors contributing to their longevity – both in life and in politics – is humor. This made me think that, maybe, if one can focus on what is funny in most situations, one can live a long and healthy life.

But amid his trademark humor, Gov. Ito caught my attention with two words in the vernacular which he used in his closing remarks. He said, “kupas na ako pero hindi ako laos.”

I guess that can be translated more or less as, “I may be faded but I am not obsolete.”

The simple, casual, joking remark struck home.

I thought, “fading away is inevitable, but could one really prevent obsolescence?

Implementation

Implementation Arrangements
The URS Development Foundation, Inc. will create a Special Task Force who will manage the preparation up to actual implementation and evaluation of the URS EXCITE Program.
It is projected that after the initial meeting on September 15, 2010, the first set of training programs will be conducted in April 2011.
For the preparatory stages, the following are the activities:

·         October 2010
o   Submission of proposals for each area
o   Identification of infrastructure needs
o   Identification of equipment needs

·         November 2010
o   Pool of trainers identification and training
o   Start of construction of facilities

·         December 2010 to January 2011
o   Module preparation
o   Module printing

·         February to March 2011
o   Finalization of modules
o   Testing of facilities and equipment
o   Final preparations

·         April 2011
o   Launching of the URS EXCITE Program

Rationale

Education has the power to change the world. And as the Filipino nation hopes for the best with the recent change in national leadership, the citizens also hope that in education, excellence across all levels will be attained. We cannot discount the fact that there is a critical need to improve teacher performance to benefit the students. Teachers need to be trained and re-trained, taking into consideration the growing needs of the global society. There is the need for teacher accountability for student achievement and empowerment, belief in teaching excellence and the potential of each student, the use of a theory of learning and intelligence, content expertise and the ability to connect to students' experiences, and a particular pedagogical expertise that uses effort to build confidence and learning success. There is a need to focus on access, equity, and excellence and the need to provide the students with the tools necessary for personal and professional success. These can best be attained if the teachers will be open for learning and relearning.
The best men and women in the workforce, be it in the private or public service are all products of the educational system. Thus, in order to create such breed of intelligent and excellent individuals, the educators who nourish the holistic needs of the students must be taken cared of.
The province of Rizal is one of the leading provinces in the field of education. It is in fact envisioned to become the Knowledge Center of the country. With the recent harmonization of the awards for education in the province, the three levels of education are on the right track in ensuring the success of every Rizaleno. The time is ripe now for the re-tooling of the teachers in all levels in the province of Rizal.
